A skiller just go into search while putting off certain skills, (combat + prayer and slayer) or set those a certain max level. This would filter out all players that have level 2 or higher in those skills and would result in only showing the skillers that fit this filter.
I think that was discussed on Church's old skiller highscore thread in suggestions. Basically it would be hard to fairly implement without a lot of unnecessary effort so Church is just managing it.

I even updated ::wiki skiller leaderboard more recently than this was updated LMFAO but yea probably alot has changed since i updated it
