I'm a little confused what you mean by swap all glacor boots for their current item value. Does that mean swap it for cash? If that's the case, what does that do for ironmen where money isn't the priority at that point.

IMO I would say leave both sets in unless decided by the community. Me personally would like to have more things to grind for as an ironman.

The easiest solution is to make Primordial, Pegasian and Eternal boots require 2 halves of the corresponding crystal along with the appropriate boots to make.

You have one half of the crystal drop from Glacors (you can just replace all boots in game with these crystal halves) and the other half drops from Cerb.

You're making use of the old content instead of removing its usefulness whilst giving people who own the boots already some what of an advantage in creating the new boots all whilst creating completely new content through Cerb.

This idea seems interesting but it would make the boots much much more rare and annoying. It would also make each esxisting pair worth more gp which is never be good for an economy it would create a small 'bubble' of money out of nothing where the new pairs would come more slow.

It wouldn't necessarily cause a bubble of money, the items would probably hold a slightly higher value for a short period of time until things balance out but that's a much better trade off than exchanging them for their "equivalent", whatever that means it doesn't sound good for the economy either.
