Inactive accounts is a bit of a misnomer, it's more accurate to say it's "never used accounts".
While I can't share the exact rules I use to determine if a name is for sale, if someone actually played on and progressed an account you cannot buy it.

Is name stealing allowed if they dont' buy it within 24 hours of an admin response saying it's availabale?

There's no set time, but not everyone logs in every day or checks the forums every day. If someone asks for a name and I approve it it's theirs until they say nevermind essentially. Feel free to message them in game and ask them if they're still interested and tell them to post here.
