Although there are still quite few players from European countries the vast majority of them are entirely F2P. So we probably shouldn't be too quick to neglect our North American brethren because without theim PkHonor would've ended years ago and there wouldn't be a server on any continent. :P

I propose we use @Will be ok2 his construction company to build a platform etc to host the server on in the middle of the Atlantic Ocean so that everyone can be happy. PKH will pay him in donor credits.

We will always try to choose the optimal location for the player base as a whole. For now the current location seems about as good as we can get, until someone builds an undersea data center in the middle of the Atlantic. So I guess the answer to your question would be for Europeans to become the majority (more or less, since we would take the distance to all regions into account).
