Maybe in new zone premium ranks get a 10% to keep materials on creation of another, for example when smelting rune bars 10% chance to keep the ore and still get a bar? And maybe 5% for normal donators or something?

Sounds great, Mike.

However, I don't think you should remove anything from the current Premium Skilling Zone...
Why not just leave it as it is? There can be more that one source for skilling, and the real incentive for people to skill in the PoH will be that EXP boost.
Otherwise, you'll end up with this decrepit ex-Premium Skilling Zone that will just look shoddy.

Other than that, :thumbsup:.

I could, but it certainly doesnt have the "wow" factor that a nicely worked out player owned house has. I have considered it, but the island is a bit small and isnt really all that accessible (its still tutorial island, not skilling island). It's also not very original.

I never said I would change anything about the current premium skilling zone - I'd leave everything there the same and maybe even add something in there that's not in the normal skilling zone.
